Perisher services precinct development proposal
At Perisher Valley, Kosciuszko National Park, the area including and surrounding the fire brigade station, ambulance station, Catholic Church and Telstra exchange is known as the Perisher services precinct site.
In 2001, the Perisher Range Resorts Master Plan nominated this as an area for the new National Parks and Wildlife Service (NPWS) administration and workshop buildings and a waste transfer station. The Master Plan was approved following a commission of inquiry.
In 2010 NPWS prepared a review of environmental factors (REF) document and supporting appendices for these proposed buildings (the Perisher services precinct proposal) that are available for download and viewing below.
Following public exhibition of the REF, NPWS submitted it to the Environment Protection and Regulation Group (EPRG) within the Office of Environment and Heritage seeking determination for the proposal.
EPRG determines major proposals under Part 5 of the Environmental Planning and Assessment Act 1979 on behalf of NPWS. This arrangement has been established to provide clear separation between proponent and decision maker for major proposals.
In making its determination, EPRG has to consider whether the proposal should proceed, taking into account to the fullest extent possible, all matters affecting or likely to affect the environment, and whether the activity is likely to have a significant impact on the environment, in accordance with section 111 of the Environmental Planning and Assessment Act 1979.
This has included consideration of all issues raised in the public submissions and substantial additional information provided by NPWS including assessments of impacts on visual amenity, threatened species, noise, odour and alternative sites for the proposals. The requests for additional information sought by EPRG and the responses from NPWS are available for download below.
EPRG has prepared a Determination Report for the proposal which recommends it be approved, subject to conditions that will minimise the environmental impacts to best practice standards. The Determination Report is available for download below.
The Director South Branch EPRG approved the Perisher services precinct proposal on 3 June 2011.
