The Biodiversity Offsets and Agreement Management System

The Biodiversity Offsets and Agreement Management System (BOAMS) is the system used by participants, OEH and the BCT to administer and manage the various steps in the Biodiversity Offsets Scheme

BOAMS is used:

  • By accredited assessors – to carry out specific BAM-related tasks involving access to the BAM credit calculator to perform BAM assessments, submit BAM data, generate a credit obligation and a credit price
  • By landholders – to apply for a biodiversity stewardship agreement and manage ongoing reporting obligations for their agreement
  • By proponents of developments - to view their credit obligation or the payment required to the Biodiversity Conservation Fund, when this option is chosen by the proponent to satisfy their credit obligation
  • By all participants – to apply to sell or retire credits

Specific BAM-related tasks can only be carried out by accredited assessors. Access to this part of BOAMs will be provided once your application for accreditation as an assessor has been approved and the accreditation fee is paid.

Public Registers

OEH provides a range of public registers that support the operation of the Biodiversity Offsets Scheme, as required by the Biodiversity Conservation Act 2016  and Biodiversity Conservation Regulation 2017. 

The public registers allow OEH, the Trust and the community to track private land conservation agreements and biodiversity credits and to understand the credit market. They also support the operation of the credit market, by helping to connect credit buyers and sellers.

The public registers are:

  • Public register of accredited assessors 
  • Public register of biodiversity credits and credit transactions
  • Public register of biodiversity credits wanted 
  • Public register of biodiversity stewardship site expressions of interest 
  • Public register of private land conservation agreements 

 Existing public registers for BioBanking will continue to be maintained during transitional arrangements. You can continue to access these registers.  

The new register for accredited assessors under the Biodiversity Conservation Act 2016 is available.

The remaining public registers under the Biodiversity Conservation Act 2016 are being developed and will be available here soon.

The Offsets Payment Calculator public tool

The Offsets Payment Calculator is an interactive tool designed to determine how much a developer must pay into the Fund to satisfy an offset obligation, if they opt to do so as an alternative to obtaining and retiring credits. The primary aim of the calculator is to provide a price that accurately predicts the costs that the Trust will incur in securing each type of biodiversity credit as an offset.

The Offsets Payment Calculator that will formally generate the credit price and facilitate payment into the Biodiversity Conservation Fund is located within the Biodiversity Offsets and Agreement Management System (BOAMS).

However, a public tool is also available for any person to test the cost associated with each credit type. Access the public tool to test how the Offsets Payment Calculator works and to obtain an estimate for a credit obligation. 

It is important to note that this tool cannot be relied upon to determine the final payment obligation – this must be obtained through the calculator embedded in the BOAMS.

Fees associated with the Biodiversity Offsets Scheme

The fees for various elements of the Biodiversity Offsets Scheme, as set out in the Biodiversity Conservation Regulation 2017, are set out below.

The fees are adjusted for CPI annually in August.
