Licensees are required to submit an annual return form. The annual return is a statement of compliance with the licence conditions and reports the pollutant loads generated by the premises. Administrative fees for the coming 12-months and load-based fees for the preceeding 12 months are due at the same time as the annual return (see Timing of licence fee payments, above).
The annual return form must be completed and submitted on the proforma provided by the EPA to all licensees. Licensees can calculate the assessable load data they need to complete their annual return form using the Load Calculation Protocol, and the licence fee data (see a sample calculation).
Licensees can download annual return forms via the POEO public register, although they must still be lodged by post.

- Personal Certification
The annual return must be signed by the licence holder or a person authorised to sign on the licence holder's behalf where the licence holder is a company. The return will usually be signed by 2 company directors. The authorised signatories must personally certify that each year's load calculations have been completed and recorded in accordance with the Load Calculation Protocol, and face severe individual penalties for false declarations.
- Compliance Audit Program
EPA's compliance audit program includes scrutiny of load calculations and returns, through various manual and computerised checks on received returns, random audits of licensees' records, and full audits of licensees' compliance with all provisions of the Load Calculation Protocol.
