Roles
The online waste tracking has been designed with considerable flexibility to accommodate the needs of small and large businesses. Before obtaining an online user account, read the information below to determine the role/privileges combination that best matches your type of business:
Waste producer
User access required for one person only
You need to decide whether you want view only or create access. If you have view-only access, you will be able to log on and view the progress of any waste transported from your premises but you will not be able to record any data in the system. You will be relying on the receiving facility to enter data for you. If you choose create access, you will also be able to create TCs using CAs issued to you and to record waste pick-up [link to What are the stages that must be recorded in a waste movement] on the TC. Even if you have create access, the receiving facility will still be able to create TCs and record pick-up on your behalf.
User access required for more than one person
You need to determine the levels of access required for each user as described for the one person producer above. If your business operates at more than one site, you can provide different access levels (or no access) for each user at each site. For example, if you operate at two sites, the local manager at each site could have create access rights for that site only while the company operations manager could have view access for both sites.
Transporter
Not acting as an agent
You can have either view only access or create access. The access level chosen enables you to do the same things as a waste producer except that you cannot create a TC.
Acting as an authorised agent
[link to Can an authorised agent (authorised contractor) consign waste] If you want to keep your customer list confidential (i.e. so that the receiving facility cannot view it), you will need create access. Create access enables you to do the same things as an ordinary transporter with create access as well as recording the premises you pick up waste from on a document (known as the premises list) that is separate to the TC. Only you and the Environment Protection Authority (EPA) can view the premises list.
Receiving facility
User access required for one person only
To be able to create CAs, you will need create with CA access. This access enables you to create and edit CAs, create and update TCs (all stages of tracking from pick-up to processed [link to What are the stages that must be recorded in a waste movement]) and view CAs and TCs. Without this level of access, you may not be able to track waste movements using the online system.
User access required for more than one person
For each user, you need to determine whether they will have create with CA access (as described for the single user receiving facility above), create without CA access (enables them to create and update TCs but not to create CAs) or view only access. Normally at least one user would have create with CA access. For example, if you are operating receiving facilities at two sites, you could give the business manager create with CA access to both sites, the plant manager at each site create without CA access (so that they can create and update TCs) and view only access to the weighbridge operators.
Note: Large companies operating at multiple sites which may be receiving facilities and/or waste producers and may also involve a transport operation
Levels of access
Before obtaining an online user account, you need to determine the level of access for each user for each operation.
If you are in any doubt as to the most appropriate mix of access levels for your users, contact the EPA to discuss options before finalising your application.
