Gap Bluff proposal: Sydney Harbour National Park
The NSW Government sought expressions of interest (EOI) to enhance the public use and presentation of nine existing buildings and locations with Sydney Harbour National Park in October 2013. Gap Bluff Hospitality have submitted a proposal for six of these properties:
- The Officers Mess
- Gap Bluff Cottage
- Constables Cottage
- 33 Cliff Street Camp Cove
- Green Point Cottage.
Gap Bluff Hospitality's plan outlined how it will adapt the buildings for use for functions, short stay accommodation and a restaurant.
The National Parks and Wildlife Service (NPWS) sought community feedback on Gap Bluff Hospitality's proposal. The proposal and a Review of Environmental Factors (REF) investigating its environmental impacts were exhibited for public comment from 20 August until 10 November 2015. 164 public submissions were received. Many submissions were comprehensive and detailed.
These comments have now been reviewed by the Office of Environment Heritage (OEH). The comments raised concerns about a number of issues including impacts on traffic and parking, the potential noise which could be generated by the proposal, visitor numbers and the potential impacts on public access, among other issues.
What happens next?
OEH has requested Gap Bluff Hospitality to consider the issues raised in the submissions and modify its proposal. It is anticipated that a revised proposal will be available later this year.
The revised proposal and accompanying REF will be exhibited for further public comment. All submissions will be considered and a decision will then be made on whether the proposal should proceed in its current form, whether conditions should be applied, or whether it should not proceed.
If it is determined that the project may proceed, then statutory processes related to the grant of a lease under the National Parks and Wildlife Act 1974 will be progressed. The final decision on whether to grant a lease rests with the Minister for the Environment.
