Transitional arrangements to the coastal management framework

The Coastal Management Act 2016 includes transitional provisions that allow councils and proponents of new development to move towards the new arrangements over time.

Transitional Coastal Panel

A Transitional Coastal Panel has been established and will operate for a period of 12 months from the commencement of the Coastal Management Act 2016.

Development applications

The Transitional Coastal Panel will continue to determine previously lodged development applications (DAs) for up to 12 months. If a DA is not determined within the transitional period, the proponents will need to submit a new DA to the relevant consent authority.

Coastal zone management plans

Many councils have already completed a significant amount of work to prepare coastal zone management plans (CZMPs) under the Coastal Protection Act 1979.

Councils that have a certified CZMPs should work with their communities and relevant public authorities to implement the CZMP and monitor progress towards its objectives.

CZMPs will cease to have effect at the end of 31 December 2021.
