Frequently asked questions - online waste reporting
Is online reporting voluntary?
Yes, on-line reporting is entirely voluntary. Facilities that do not have the capacity to access the electronic system in the foreseeable future may continue with paper-based reports.
How long do I have to convert to the online system?
While online submission is the Department's preferred method of receiving monthly waste reports, there is no compulsion to convert to the online system and paper-based reports will continue to be an option. Online reporting of the Waste Contributions Monthly Report is available now and the Department will be making it available to all facilities by the end of 2006. Each facility will be contacted separately to arrange a time for training prior to being given access to the new system. This will allow us to provide maximum support and assistance to those using the new service during the start-up period.
Does the online system have the same data requirements as the existing paper system?
Some of the data requirements have been streamlined to make the forms easier to use and changes have been made to the information required to determine contribution deductions and exemptions and total waste disposed of that is subject to the contribution.
We have modified our procedures so that prompt feedback and advice can be provided on applications for deductions and the Department is moving towards a "pre-approval" approach to provide facilities with certainty about approved rebates to eliminate the need for delayed reimbursement.
How do I fix mistakes (before and after electronic submission)?
As with the current paper-based system you are responsible for ensuring the accuracy of submitted data. However, the new system will have automatic checks to help ensure that all the necessary information is supplied and there is no contradictory information. When entering data you will be alerted immediately to certain types of errors so that you can provide revised information. The waste levy will be calculated automatically by the system, saving time and ensuring accuracy.
If you need to alter the report for some reason after it has been e-certified and submitted, simply submit a request to the Department to amend the report using the on-line function to reopen report. The system will automatically recalculate your levy contribution once you have amended and re-certified the report.
What will happen if the report is not submitted on time? What if the online system is down on the due date?
Users have fifty six days to complete reports, which should provide plenty of time to collate and submit the relevant data. If a report is not submitted by the due date, the system will set the status of the report to 'Overdue' and you will receive an email reminder notice.
See the Department's electronic services commitment in service standards and your responsibilities.
Interest penalties on late and unpaid contributions will apply as they do currently.
What happens if I lose, or forget, my username or password?
See obtaining/changing your username and password.
Do I need to keep a paper copy of the Waste Contributions Monthly Report?
Once you have submitted the report online, you do not need to keep a paper copy. Of course, you may want to for your own records and the system will allow you to print online reports. You will be able to view previous reports submitted electronically at any time.
Is this a way to increase government revenue?
No. This project is part of the NSW Government's commitment to electronic service delivery and will deliver significant benefits to users. See why report online.
Will an electronic service be provided for other waste data in future?
An online waste tracking system for hazardous wastes is now available. Contact the Waste Operations Section for information about how to access this system.
Where do I get help?
All those submitting the Waste Contributions Monthly Report are being offered face-to-face and telephone training and support to explain the new service and how to use it before having to submit legally required data. Help is also available at wastehelp@environment.nsw.gov.au
Contact details for key members of the project team will be provided during training.
