What we do

Our purpose is to deliver clear, consistent and fair regulation that supports positive outcomes for communities and the environment.

We administer legislation to prevent loss and reduce harm to native species and heritage by helping people to comply through licensing, education and engagement and taking enforcement action when the rules are broken.

How we work

Across all responsibilities, the Biodiversity and Heritage Regulator (BHR) applies one consistent regulatory approach scaled to different harms. We will:

  1. prioritise risk by focusing effort where harm is the greatest
  2. use intelligence and data to guide decisions and anticipate emerging risks
  3. prevent harm through education, engagement and behaviour change
  4. work in partnership with Aboriginal stakeholders, co-regulators, industry and communities
  5. act decisively when required with clear, consistent compliance action and enforcement
  6. take a proportionate, graduated approach to non-compliance.
