Statement of significance:

The stairway consists of concrete steps laid on diagonal ramps cut into the rock face on the eastern side of Military Road. The cutting of Military Road is not documented by Dowd, but he cites an article from the Sydney Mail of November 1893, referring to the 9.8 inch gun being moved to Ben Buckler. "It was taken along Old South Head Road towards the light house and then back towards Ben Buckler by a track leading up the rocks in a zig-zag direction", which is probably the origin of the name "Military" road. The Bradfield map shows Military Road running along the "Reserve resumed for battery purposes 1891" and the tramway map of 1892 shows Military Road already in position. The stairway cutting may have served as a quarry prior to the making of the road.
