Statement of significance:

Steam Locomotive 1301 has heritage significance as it is associated with the operations of suburban services in Sydney, at the turn of the 20th century and with rural tramway services in NSW. The locomotive exhibits many of the design and style characteristics of a locomotive of the late Victorian era being constructed in 1877, with the tall chimney, high wheels, raked running plate and long slender side tanks, demonstrating the popular trends in British railway practice of the late 19th century. Progressive for NSWR, the class incorporated many design features of the earlier tank locomotives of London’s Metropolitan Railway from 1865. It is representative of the group of 20 C79 (Z12) class tender engines converted by Eveleigh Workshops into tank locomotives for the Sydney suburban system, a class of engines used for many years on tramways and branch lines. The locomotive is rare as an example of an early form of motive power for the Sydney suburban network, and is also an example of an early tramway locomotive and is one of only three in existence.

Physical description: 1301 is a two-cylinder, simple, non-condensing, saturated ‘Atlantic’ type, 4-4-2 sidetank steam locomotive. Built as a member of the C(79) 4-4-0 tender class by Beyer Peacock, Manchester in 1877, it was converted to a tank engine in 1896. In appearance it bears a close similarity to the original tank engines of the London Metropolitan Railway of 1865, both classes being built by Beyer, Peacock and Company of Manchester.

EXTERNAL
It has large diameter spoked wheels for speed, inclined cylinders and a radial trailing truck. All wheels are spoked, run in plain journal bearings with lubricators feeding the axleboxes. It is fitted with plate frames and inside Stephenson link motion, and is fitted with a Belpaire firebox, side tanks of riveted construction, and an enclosed cab with an extended coalbunker.

EXTERNAL CONDITION
The frames, bogie and trailing pony truck are in fair condition, generally with extensive surface corrosion. Cylinders are in good condition with some anti-corrosive paint system in place. Driving, bogie and trailing pony truck wheels and axles are in good condition with minor surface corrosion on all machined surfaces. All items of motion are in good condition, though surface corrosion is evident on all items. The footplate underside is greasy and dirty with rust scale evident in crevices and horizontal surfaces.

Boiler cladding is in very good condition with an intact paint system, though the external boiler condition is unknown, but assumed corroded. The dome (previously polished and coated with a clear system) is now tarnished.

Side tanks are generally in very good condition with intact paint system, though the tank top is assumed good, but very dirty and difficult to assess.
Brakes are intact. The Westinghouse compressor, steam cylinder cladding and paint is in good condition. The air receiver shows hard scab pitting corrosion.
The cab roof and structure is in good condition with paint system intact. Cab spectacle and rear plates and windows (2) are also intact and in very good condition. The cab steps are showing surface corrosion.
The bunker and rear tanks are in good condition, the paint system is intact and though dirty is in good condition.

INTERNAL CONDITION
Boiler and smokebox internal condition is unknown. All boiler mountings in the cab appear intact (but for the gauge glasses) and, though dirty, are in good condition.

Internal condition of side tanks is unknown, though corrosion and wastage of varying severity is expected.

HAZARDOUS MATERIALS
There is a risk of asbestos being present in the lagging on the boiler exterior. It may also be present in jointing materials on pipe flanges. Lead is presumed present where any original paint survives.

History

Historical notes: Locomotive 1301 was constructed as a 4-4-0 tender engine by Beyer Peacock J.J Company at their Gorton Foundry, as works number 1624 in 1877. Following erection, it entered service on the NSWR, given road number 79. In 1896, due to traction shortages on the expanding Sydney suburban network, a program of converting the surplus C(79) class tender engines to 4-4-2 tank locomotives was commenced, and in December 1896, C79 entered service in this guise. As the duties were taken over by the newer S class it was displaced from the suburban service and transferred to other services on tramways and other light lines, being noted at Carlingford, Casino, the Picton-Mittagong loop line, and the Yass Tramway, where it was fitted with a large (M3) generator, subsequently replaced with a K2 type. The larger generator was to power the passenger carriage's) lights, due to the low speed and short distance involved. The locomotive was renumbered in 1924 to 1301. Locomotive 1301 was allocated to the Vintage Train locomotive roster in 1962, though it frequently deputised for motive power shortages on lines where the class was formerly well known such as Yass and Kempsey. It was withdrawn in September 1973, having been condemned originally on 17 November 1967.

It was transferred to The Rail Transport Museum, firstly to Enfield then Thirlmere, arriving in mid 1975.

Currently on display under cover, the locomotive has not been operational since withdrawal from NSWGR service as part of the ‘Vintage Train.’

Locomotive 1301 has historical significance. The train is historically important as it was converted at Eveleigh Workshops from an earlier configuration as a 4-4-0 tender class to a 4-4-2 side tank locomotive, demonstrating the capability and engineering expertise of the railway workshops at this time. The locomotive has association with the operation of suburban passenger services in Sydney, being in use for over 90 years in this role and demonstrating the motive power available to the NSWGR at the turn of the twentieth century.

Locomotive 1301 has associational significance. It is closely associated with rural tramway services, and branch line operations such as the Picton-Mittagong Loop line and the Yass Branch. The locomotive was used for over a decade from the 1960s as a major component of the NSW Government 'Vintage Train', an important element in the move towards the preservation of the State's rail heritage.

Locomotive 1301 has aesthetic significance. The locomotive exhibits many of the design and style characteristics of a locomotive of the late Victorian era, with the tall chimney, high wheels, raked running plate and long slender side tanks. Following its conversion to a tank engine, the loco represents an early attempt to develop a ‘family’ appearance for NSWGR locomotives with uniform paintwork and numbering.

Locomotive 1301 has technical significance. It demonstrates the popular trends in British railway practice of the day. Progressive for NSWR, the class incorporated many design features of the earlier tank locomotives of London’s Metropolitan Railway from 1865. Round top boilers with Salter safety valves (later replaced with the Ramsbottom type), driving wheels at 5’6, four inches smaller then the English counterparts giving higher tractive effort on more steeply graded permanent way standards of the NSWGR, and fortuitously more suitable for suburban service. It demonstrates the use of the Webb radial trailing truck, very rare in Australia. It also demonstrates the conservatism of the NSWGR at the time of conversion to a tank engine. It demonstrates by its longevity the extremely well engineered nature of the original design and the skill of those who maintained it over the years in service.

The Locomotive, Steam 1301 is likely to have a degree of social value for the community-based associations who have demonstrated an ongoing interest in its conservation and management.
