Statement of significance:

Locomotive 6040 has heritage significance, as an impressive example of a class of heavy goods locomotives built in England, to a ‘Garratt’ patent design for the NSWGR and as the last steam locomotive to enter service in NSW in 1957. The Beyer-Garratt locomotives had the highest tractive effort of any class of steam locomotive in Australia, and this item was an important element in the movement of goods via the railways in NSW. The locomotive demonstrates the willingness of the NSWGR to adopt a radical yet well developed type of locomotive for local service, yet demonstrates the conservatism of the railway administration in spite of the trend towards dieselisation. The locomotive demonstrates an unconventional yet very successful design of steam locomotive with massively bulky form, the result of strictly functional parameters, giving the locomotive a unique appearance among all other NSW rolling stock. Technically significant, this class represented the ultimate development of the steam engine in NSW. In output, the class was unmatched by any other steam locomotive and many diesels, with the capability of working on branch lines. One of 42 Beyer-Garratt locomotives to enter service, locomotive 6040 is considered rare as one of only four to survive.

Physical description: MECHANICAL
Locomotive 6040 is a four-cylinder, simple, non-condensing, superheated, articulated 4-8-4 + 4-8-4 steam engine, built by Beyer, Peacock Ltd, Manchester, to the Beyer-Garratt patent, where the boiler is carried on a separate frame in the centre of the locomotive and is supported by the frames of the two engines - one at each end. The locomotive thus consists of three parts: a water tank, a fixed chassis supporting a boiler and a rear engine unit carrying a coal bunker and water tank. All these elements are of riveted construction, but the engine frames are of cast steel, integrally cast with cylinder blocks. It has two sets of motion, working independently, opposed with the cylinder configured at either end. The engine frames are pivoted to the boiler frame and can move independently of it and each other. Water and coal capacity is carried on the two engine frames. The locomotive is fitted with a superheated boiler of large diameter, with both engines fitted with Walschaerts outside valve gear driving the outside cylinders which are fitted with fluted coupling and connecting rods. A boiler-mounted turbo-generator powers the headlight, cab illumination and marker lamps. All driving wheels are spoked, the trailing and bogie wheels being of disc pattern. All wheels and the connecting rod big-ends are fitted with roller bearings. Locomotive 6040 has a typical Garratt appearance and is fitted with enclosed cab, mechanical stoker, automatic couplings, electrics and buffers.

The locomotive is painted overall un-lined black, with brass numbers on the cabside, the numbers being painted in white on the front of the water tank and the tender rear side.

The locomotive is in poor and incomplete condition. Many cab and boiler backhead fittings are missing, as is the grate, cross-compounded air compressor and lubricator. The tender top plate has failed due to corrosion. The locomotive is otherwise substantially in ex-service condition.

EXTERNAL CONDITION
The underside of the locomotive is heavily fouled with oil and dirt, making it difficult to determine the condition of individual components. All surfaces of the frames generally display hard-scab pitting corrosion and scale build-up in crevices with no protective paint system evident. The footplate shows corrosion and wastage with scale evident on most horizontal surfaces, especially in way of the smoke box. The bogie, driving and trailing wheels are fouled with oil and grease and show hard-scab pitting corrosion especially on the spokes. Both pony trucks (under the boiler) are missing brake components. The Westinghouse air pump is missing. The brake system appears generally intact, but with many components showing with pitting corrosion.

The external condition of the boiler shell (#9538, 190254) is unknown, though surface corrosion is expected as the lagging is still in place. The steam supply pipes to both engines are heavily wasted and have been broken at the flange by cutting through the bolts. The ash pan is full of debris with the side screens corroded and wasted. The Westinghouse air pump is missing. A number of items of plumbing from the boiler are missing.

Corrosion and scale build-up is evident in way of the smokebox, and also the firebox behind the air receiver.

The cylinder cladding is in moderate condition but asbestos lagging remains behind and is in a friable condition. There is a build-up of corrosion and scale in way of the underframes. The motion and rods are intact but there is evidence of hard-scab pitting corrosion especially in the fluted area of the connecting rods.

It was unable to gain access to inspect the tank closely but is appears in moderate condition, with a reasonable level of the paint system intact.

Coal space displays hard-scab pitting corrosion and heavy wastage of the plating and brackets, with no paint remaining. The mechanical stoker augur is heavily wasted to 30%. Some augur trough cover plates are missing.

INTERNAL CONDITION
The internal condition of the boiler is unknown. The backhead cladding is in moderate condition.
Some boiler mountings in the cab are missing including two gauge glasses, and pressure gauges. While other instruments and controls have been partially dismantled, some are missing capillary lines or extended spindles. The multi-position light switch is incomplete and some lighting components are missing. Both driver’s and fireman’s seats are in poor condition. All spectacle and cab-side glasses are either missing or broken. The timber floor boarding is rotted out on the driver’s side.
Unable to gain access to inspect the tank internally.

HAZARDOUS MATERIALS
Asbestos is present in the lagging under cladding on boiler barrel, backhead, and cylinders. Asbestos may be also present in jointing material on all pipe flanges. Assume lead is present in all original paint systems.

1958 - Fitted with sound intensifier pipes. Upgraded with enlarged cylinders and heavier driving axle load.
January 1957 - Last steam engine to enter service in NSW.
May 1967 - Withdrawn and transferred to the New South Wales Rail Transport Museum.
1975 - Arrived at Thirlmere.

History

Historical notes: Locomotive 6040 was built by Beyer Peacock and Company at their Gorton works in Manchester, England, in 1956. Part of the second order of 25 locomotives, it was completed as works number 7542 and became the last steam engine to enter service in NSW in January 1957. The AD60 class was introduced for goods traffic, and with an axle loading of 16 tons had the ability to traverse lightly laid branch lines. This wide route availability, coupled with a tractive effort of almost 60,000lbs (the greatest of any locomotive in Australia) gave the AD60 class an outstanding service potential and demonstrated the versatility of the Garratt configuration. The great length of the class and the need for large turntables was the only limitation on their operations.

The original order of 50 locomotives was truncated to 42 due to increasing preference for diesel-electric motive power, though the Garratts outlived some of the earlier diesels. They were used on all main lines including the north where they were noted in operation until withdrawal in the late 1960s. 6040 was withdrawn in May 1967 and transferred to the New South Wales Rail Transport Museum, finally arriving at Thirlmere in 1975.

The locomotive demonstrates many innovative features of modern steam locomotive practice and represents the ultimate development of the steam locomotive on the NSWGR. It incorporates roller bearings on all axles and the big-ends, and is unique amongst all other types of locomotive in having a 4-8-4 + 4-8-4 wheel arrangement. The locomotive has technical significance as a large scale heavy goods locomotive designed specifically to deal with the varying track conditions and requirements of the NSWGR.

The Locomotive, Steam 6040 is likely to have a degree of social value for the community-based associations who have demonstrated an ongoing interest in its conservation and management.
