An Aboriginal Culture and Heritage Reform Working Party was established in 2011 to advise the NSW Government on options for stand-alone legislation to manage and protect Aboriginal culture and heritage in New South Wales.

This publication guided the initial or phase 1 public consultation held in 2011 that gave the wider public the opportunity to contribute to the reform of laws for the better protection of Aboriginal cultural heritage in New South Wales. Comments received in response to this document contributed to the development of draft recommendations.
