Offsets Scheme brokers

The Biodiversity Conservation Act 2016 allows for brokers to provide Biodiversity Offsets Scheme services and play a key role in expanding opportunities for trading biodiversity credits.

Broker services may include:

  • Identification of potential biodiversity stewardship sites or management actions
  • Negotiation of a biodiversity agreement on behalf of a land owner
  • Assistance with buying or selling biodiversity credits.

The provisions for brokers have not been prescribed in the Biodiversity Conservation Regulation 2017.

Rules covering the conduct of brokers are likely to be developed, and training is anticipated to ensure these services are delivered effectively.

Key aspects to be considered for the rules are:

  • A fit and proper person test
  • A code of conduct.
