Towns, farms, rivers and wetlands all need water. Dams and weirs provide a more reliable water supply for people and industries, but river regulation has changed the natural cycle of wetting and drying that sustains the health of the river.

To restore some of the balance, a variety of formal mechanisms have been introduced to share the available water between all stakeholders, including the environment.
