The panel will continue as an advisory committee under Part 3 of the National Parks and Wildlife Act 1974 until 1 July 2030, providing continuity of advice on wild horse management in the park, and allowing for expert input on amendments to the Kosciuszko National Park plan of management.

Under Schedule 1 of the Wild Horse Heritage Act 2018 (repealed) the panel provides advice to:

  • the Minister for the Environment or the NSW National Parks and Wildlife Service on matters relating to the identification of the heritage value, and the management of sustainable wild horse populations within Kosciuszko National Park
  • the Secretary of the department on preparing and amending any draft wild horse heritage management plan.

Membership

Consistent with Schedule 1 of the Kosciuszko Wild Horse Heritage Act (repealed), the panel comprises up to 8 members appointed by the Minister for the Environment.

Mr John Pierce AO is Chair of the panel. Mr Pierce is an eminent and respected former public official who has led state and federal government agencies.

Unfortunately, in the past, views and opinions on wild horse management have been expressed to previous panel members in ways that are not respectful, productive or in line with acceptable community standards. As such, details of other panel members will not be publicly disclosed.

Applications are now open to fill one member vacancy on the panel for a term until 30 June 2027. 
To meet the membership requirements under Schedule 1 of the Kosciuszko Wild Horse Heritage Act 2018 (repealed), you must be either:

  • an Aboriginal person, or
  • a person who has expertise and experience in one or more of the following:
    • recreational planning and management (including horse riding)
    • horse or other animal welfare management
    • alpine tourism planning and management
    • community involvement in conservation.

Highly desirable:  A community member or stakeholder from the locality around Kosciuszko National Park with expertise and experience in recreational planning and management (including horse riding).

Members are eligible for sitting fees in accordance with the Classification and Remuneration Framework for NSW Government Boards and Committees (PDF 10.1MB). In addition, NPWS meets reasonable transport costs associated with meetings and field trips.

What’s involved

The panel meets at least 4 times a year, including field trips to Kosciuszko National Park. Meetings are usually conducted in person at Queanbeyan, and online meetings can sometimes occur. Additional out-of-session reading time is also required in preparation for meetings.
