Toorale is located approximately 65 kilometres south-west of Bourke in north-western New South Wales and is managed by the Department of Climate Change, Energy, the Environment and Water and the National Parks and Wildlife Service.

This draft plan was developed with input from an independent technical reference group and community and stakeholder engagement. The plan has not yet been finalised or adopted.
This management plan has been prepared to meet the requirements of the Kosciuszko Wild Horse Heritage Act 2018 and is the current management plan. The plan was amended by the Minister for the Environment on 23 October 2023.
The proposed track network has been designed to minimise environmental impacts by careful choice of location and by incorporating existing unsanctioned tracks into the network where practicable, to minimise clearing from the creation of new tracks.
