How will any inconsistencies in the REF be addressed?

The determination process will consider the Review of Environmental Factors in detail and require any inconsistencies to be addressed by the proponent, Gap Bluff Hospitality (GBH).

How will cumulative impacts be assessed?

Cumulative impacts, for example the impact of having all function centres operating at once and/or impacts over time, are required to be addressed by the proponent, GBH, in its Review of Environmental Factors (REF). The determination report will assess whether further consideration of these impacts will be required.

How will enforcement of lease conditions be undertaken? What liquor licensing is required? How will operating hours be enforced?

NPWS lease managers will be responsible for enforcing any lease conditions including compliance with operating hours and noise requirements. The proponent GBH will be required to complete an operational plan of management. A draft of this document was exhibited as Appendix H of the REF. This document identifies the following requirements:

  1. The Licensee must maintain an Operational Plan of Management.
  2. The Operational Plan of Management should be systems based and address:
    1. compliance with licence conditions and liquor laws
    2. the responsible service of alcohol
    3. Minimising disturbance to the neighbourhood particularly addressing effective management of patrons:
      1. who are intoxicated, violent, quarrelsome or disorderly
      2. queuing to gain entry to the premises
      3. within and departing the premises.
    4. Effective management and deployment of venue staff particularly addressing:
      1. security and patron safety
      2. induction and training.
    5. Appropriate responses to concerns as they arise from the Local Area Commander or residents affected by the operation of the licensed premises.
  3. A copy of the current Operational Plan of Management must be maintained at the licensed premises and made available for immediate inspection by members of the NSW Police or Inspectors of the Office of Liquor and Gaming.

In addition, GBH has indicated in its draft operational plan of management (appendix H p21) that it will provide a contact number staffed during all operating hours of the precinct.

How will public transport issues be addressed?

The use of public transport has been referenced in the REF and will be assessed as part of the determination report.
