Credit calculator

The Credit Calculator for Major Projects and BioBanking is the main decision support tool used in the assessment of development sites or offset sites under the Offsets Policy for Major projects and the BioBanking Scheme.

The credit calculator is a software program that applies the Framework for Biodiversity Assessment (FBA) (PDF 1.3MB) and the BioBanking Assessment Methodology (BBAM 2014) (PDF 1.5MB). It is used to calculate the number and type of credits required for a development or created for an offset based on information collected during the site assessment stage. 

Plant community type identification

A Plant Community Type Identification Tool has been developed to support the field identification of NSW plant community types and NSW Vegetation Formations. The tool can be accessed either on-line through the VIS Classification database, or as a downloadable application for use in the field.


A number of databases are referenced by the FBA and BBAM 2014 and used in the credit calculator:

  • Vegetation Information System (VIS) Classification database contains approximately 1500 plant community types for NSW. The VIS Classification database contains information that describes each plant community type, its distribution and data relating to the major catchment areas. The VIS classification data base also contains the condition benchmarks that identify the range of quantitative measures representing the benchmark condition for each plant community.
  • Threatened Species Profile Database (TSPD) contains information for all listed threatened species, populations and communities.
  • Over-cleared landscapes database (Mitchell Landscapes)
  • Directory of Important Wetlands in Australia database
