These ‘How to’ guides will help you to use the Wildlife Management System for different types of wildlife licences and transactions.

Currently, you can only use the Wildlife Management System (WMS) to apply for licences and undertake transactions related to the commercial kangaroo management program.

Note: The Wildlife Management System works better on a large screen such as a computer or tablet. You may experience problems on a mobile device. The Department recommends that you access the Wildlife Management System using Google Chrome as your web browser.

Go to www.wms.environment.nsw.gov.au and click on the Register link.

Select either Individual Registration or Organisation Registration. Fill in all fields with your relevant information. Note that fields marked with (*) are compulsory.

Click on the Submit button.

After submitting your registration, you will receive a verification email. Click on the link in this email. This will take you back to the WMS to verify your email.

Doing this will generate a second email with a link for you to set your password. Click on the link, which will take you a new page to set your password. This must have at least 8 characters, including at least 1 letter and 1 number. Choose something that you will remember but that no one else will guess.

Congratulations. You have successfully registered to use the WMS. You can now log into the system at any time using the username and password that you have created.

Go to www.wms.environment.nsw.gov.au. If you are a registered user, enter your username and password to access the system. If you have not previously registered, click on Register link (see How to register to use the Wildlife Management System).

Click on the My Account link. If your account details are incomplete or out of date, click Edit Account.

Enter your corrected details in the fields shown in the pop-up box that appears. Fields marked with (*) are compulsory. When you are satisfied that the information is correct, click Save.

Log into your account at www.wms.environment.nsw.gov.au and click on My Licences.

From the drop-down menu next to the Licences icon on the left-hand side, select Current Licences or, if your licence has already expired, select Expired Licences. A filtered list of your relevant licences will be displayed.

Click on the licence application number that you wish to renew. Details of the licence will be displayed.

Click on the Renew Licence button. Note the information that you need to proceed: properties and landholder consents you want to link to this licence, and scanned copies of landholder consents. Click OK to proceed.

Review the licence information displayed and update the licence start date. Click Next.

Payment

When you submit your application, a window will open showing you the payment amount required to complete your application. You may proceed to payment or click cancel and pay later.

Note that licence renewals will not be approved until payment is received.

If you click Proceed Payment, you will be provided with 4 payment options.

Credit/debit card payments – Select the Credit/Debit Card option and click Pay now. Complete the online payment form and click Pay now. If your payment is accepted, you will see a payment successful window with a reference number. A tax invoice will be sent to your registered email address for your records. Click on Done to take you back to your licence application details.

Cheque and money order payments – All other payment types will require you to send your payment to the Kangaroo Management team. Make sure you include identifying information such as your name, contact details and your application number.

You can now submit landholder consents to accompany your licence renewal. See How to submit landholder consent information.

If you're a commercial harvester, animal dealer or chiller premises manager, you need to lodge returns in accordance with licence conditions. The return details required will differ depending upon your licence type.

Log into your account at www.wms.environment.nsw.gov.au and click on My Returns.

From the drop-down menu next to the Returns icon on the left-hand side, select Overdue or unsubmitted. A filtered list of the returns due will be displayed. To make it easier to see what's due, you can also click on the due date heading to sort them in the order they should be submitted.

Click on the Returns name for the return and period for which you want to submit a return. The details of this return will be displayed.

If you have nothing to report in this period, a 'nil' return must be submitted by the due date. To submit a nil return, simply click Submit Return. The system will advise you there is no information included in the return, and request you acknowledge this by clicking 'OK' to proceed.

Click Edit Return. The return form will open in a new window. Complete all sections then click Save. The Save buttons apply to all changes made on the screen and are not specific to any of the return lines. Pressing Save will take you back to the return summary. You can edit your return multiple times until you're ready to submit it. Once it is complete and correct, click Submit Return. If it is not complete or ready to submit you can go to another page or log out to end your session.

If you make a mistake, contact the Kangaroo Management team with the relevant Return Name. They can unlock that return for you to complete and resubmit correctly.

Details of what is required for each return type follow.

1. Commercial Harvester returns (monthly)

In the first row, enter the number of Lost Tags, Returned Tags, Underweight animals and Body Shots.

In the next section, enter details for each harvest date in a separate row. Add new rows by clicking on the symbol on the right-hand side. To remove a line click on the trash symbol on the right-hand side.

  • Date – harvested date – select from the calendar or enter in dd/mm/yyyy format.
  • Property Name – select from list of those with approved landholder consent.
  • Chiller Premises Number – this is the registered chiller number where the kangaroos were consigned and consists of 2 parts. The first part starts with a capitalised WS and a 0, followed by the animal dealer number (e.g. WS0123). This is followed by a hyphen (-) and then the chiller premises number (e.g. CP6123). For this example, the full number to enter would look like WS0123-CP6123.
    Note that new chiller premises include a fourth digit in the CP number as above, while renewed or older chiller premises numbers may only have 3 digits, such as CP123.
  • Species – this will be pre-populated based on your CTA (Commercial Tag Advice) approval.
  • Gender – select one – you will need to add a new row for animals of each gender harvested on the same date and the same property. Animals harvested on different properties require a new row to identify which property the carcasses were harvested on.
  • Number (Carcasses) – total harvested of the same gender and species on that date.
  • Weight (Kilograms) – total for all carcasses.

2. Chiller manager returns (weekly)

Complete your daily take details, using a separate row for each commercial tag advice, and your outwards consignments. The inward consignments rows are to record the number and dates kangaroo carcasses are accepted (consigned) into the chiller per commercial tag advice. The outward consignment row records the number and dates carcasses consigned to that chiller are collected from the chiller premise by the licensed NSW Animal Dealer. You can add rows by clicking the green link under each section heading. Add more rows by clicking on the symbol on the right-hand side. To remove a line click on the trash symbol on the right-hand side.

  • Date – select from the calendar or enter in dd/mm/yyyy format.
  • CTA No. Enter the Commercial Tag Advice number.
    • Species – as commercial tags are species specific, only one species can be entered per CTA No. Enter the total number and weight of the carcasses consigned for that CTA No. per date.
    • Dealer Licence Number – provide the licence number for the animal dealer receiving the carcasses. Licensed NSW Animal dealers can collect multiple species on each outward consignment.

3. Animal Dealer returns (monthly)

Before completing your return, ensure you have details of chiller premises, dealer licence numbers and quantities for all inward and outward consignments being reported for that period.

  • Date – select from the calendar or enter in dd/mm/yyyy format.
  • Chiller Premises Number (inwards consignments only) – select the chiller number from where the carcasses were received.
  • Harvester Chiller Registration Number/Dealer Licence Number – provide the licence number for the chiller or animal dealer from where the carcasses or skins were received.
  • Dealer Licence Number – provide the licence number for the animal dealer receiving the carcasses or skins.
  • Number – total number of carcasses, skins or boneless meat for each species.
  • Kilogram – total weight of all carcasses.

You can add rows by clicking the green link under each section heading. Add new rows by clicking on the symbol on the right-hand side. To remove a line click on the symbol on the right-hand side.

4. Animal Dealer returns (quarterly)

Complete your relevant import and export details for carcasses or skins for the return quarter. You can add rows by clicking the green link under each section heading.

  • Species – select from the drop-down menu.
  • Product type – carcasses or skin.
  • Units – number exported or imported of each species on separate consignment dates.
  • Kilograms consigned – total for the number of units being reported in that line.
  • Date consigned.
  • State taken – where the consignment was sent to (exports) or received from (imports).
  • Year taken – when the consignment was sent (exports) or received (imports).
  • Recipient or supplier name/address – provide company details for where consignment was sent (exports) or received from (imports.)

You can add rows by clicking the green link under each section heading. Add new rows by clicking on the symbol on the right-hand side. To remove a line click on the symbol on the right-hand side.

All returns can be entered daily to keep your returns up to date in the system.

Go to www.wms.environment.nsw.gov.au. If you have not previously registered, click on the Register link (see How to register to use the Wildlife Management System). If you are a registered user, enter your username and password to access the system.

To apply for a Commercial Harvester (Kangaroo) Licence, you will need valid copies of your driver's licence, firearms licence, firearms accreditation and TAFE Game Harvester certificate.

1. Provide qualification details

Click on the My Account link. Check that your account details are complete and correct (see How to update your account details).

Click on New next to Required Documents to enter details of required documentation. Select the record you are submitting and click Next. Enter the required information and click Save.

Repeat this step this for each required record. The records you have created will now be listed under Required Documents in the My Account section.

To upload a copy of each record, click the relevant record number under Required Documents. Details of the record will be displayed.

Click on Add Files on the right-hand side under Files. In the window that opens, click Upload Files, select the file from your computer and click Open. A green tick will appear in the Upload Files window once your file has uploaded. Click Done.

Repeat this step for each record required.

The Kangaroo Management team will check each record is valid when assessing your licence application.

2. Complete licence application

Return to the Home page. Click on Apply for Licence. Under Category select Kangaroo Management Program Licences. Under Type select the licence type you require. Click Confirm.

Check the Start Date. If this is incorrect, click Edit to change it. Click Save.

To apply for a Commercial Harvester (Kangaroo) Landholder Licence, you will need to complete a landholder consent form to demonstrate your ownership/occupancy of the property you intend to undertake harvesting activities before you can complete your application (see How to submit landholder consent information). Then follow the instructions for Commercial Harvester (Kangaroo) Professional Licence below.

To apply for a Professional Kangaroo Harvester Licence,  click Submit on the licence application page. A window will open with a declaration that includes a link to the licence conditions. When you have read the licence conditions and agreed to the declaration, click the ? check box and click Submit

3. Payment

When you submit your application, a window will open showing you the payment amount required to complete your application. You may proceed to payment or click cancel and pay later.

Note that licence applications will not be approved until payment is received.

If you click Proceed Payment, you will be provided with 4 payment options.

Credit/debit card payments – Select the Credit/Debit Card option and click Pay now. Complete the online payment form and click Pay now. If your payment is accepted, you will see a payment successful window with a reference number. A tax invoice will be sent to your registered email address for your records. Click on Done to take you back to your licence application details.

Cheque and money order payments – All other payment types will require you to send your payment to the Kangaroo Management team. Make sure you include identifying information such as your name, contact details and your application number.

Upon completing these steps, you will receive an email telling you that your application was successfully submitted.

Once your payment has been received, the licence application will be assessed by the Kangaroo Management team. If the licence is approved, you will receive an approval advice email.

Go to www.wms.environment.nsw.gov.au. If you have not previously registered, click on the Register link (see How to register to use the Wildlife Management System). You will need to register as an organisation to access the animal dealer licence option. If you are already registered, enter your username and password to access the system.

Click on the My Account link. Check that your account details are complete and correct (see How to update your account details).

1. Complete licence application

On the Home screen, click on the Apply for Licence link; there are 3 sections to complete. First select Category Kangaroo Management Program Licences and then Type Animal Dealer (Kangaroo) Licence.

You then need to choose the types of operations your business undertakes. To do this select an operation from the Available list, for example, Process, then click the small arrow icon ⇨ to move this into the Chosen list. If you make a mistake, select the operation in the Chosen list then click the opposite arrow icon ⇦ to remove it.

Repeat this step until all business operations you wish to conduct are in the Chosen list. Then click Confirm. Details of your pending licence application will be displayed, along with information about licence conditions.

Your application requires contact information for someone within your organisation. Click on the Edit button to check and update these details, then click Save. Note that fields marked with (*) are compulsory.

Click on the Register for Premises button and complete the required details. Then click Save. Note that fields marked with (*) are compulsory.

Click Submit. Ensure you have completed all details and click Submit Registration.

2. Payment

When you submit your application, a licence application acknowledgement window will open. After you have read the licence conditions and agreed to the declaration, click the ☑ check box and click Submit. A payment overview screen will open showing you the payment amount required to complete your application. You may proceed to payment or click cancel and pay later.

Note that licence applications will not be approved until payment is received.

If you click Proceed Payment, you will be provided with 4 payment options.

Credit/debit card payments – Select the Credit/Debit Card option and click Pay now. Complete the online payment form and click Pay now. If your payment is accepted, you will see a payment successful window with a reference number. A tax invoice will be sent to your registered email address for your records. Click on Done to take you back to your licence application details.

Click on the application reference number for the licence for which you want to apply to register a premises. The details of this licence will be displayed.

Click on the green Register for Premises button. This will open a window to enter the details for the premises. Enter or edit the required information for the premises. Note that fields marked with (*) are compulsory. Click Save.

A page with the entered details for your premises will be displayed. Check this information and edit if required. Otherwise, click Submit, then click Submit Registration in the window displayed.

Payment

A new window will open with payment details. To pay the required fee, click Proceed Payment. If the information is incorrect or if you wish to pay later, click Cancel. Note that your registration will not be processed until payment is received.

If you click Proceed Payment, you will be provided with 4 payment options.

Credit/debit card payments – Select the Credit/Debit Card option and click Pay now. Complete the online payment form and click Pay now. If your payment is accepted, you will see a payment successful window with a reference number. A tax invoice will be sent to your registered email address for your records. Click on Done to take you back to your licence application details.

Cheque and money order payments – All other payment types will require you to send your payment to the Kangaroo Management team. Make sure you include identifying information such as your name, contact details and your application number.

Details of your registration status can be viewed under My Registrations.

Before applying for tags for a specific kangaroo species in a specific kangaroo management zone, you must have at least one approved landholder consent for a property in that zone (see How to submit landholder consent information). The WMS will not allow you to order tags in a KMP zone for which you do not have an approved landholder consent.

Log into your account at www.wms.environment.nsw.gov.au and click on My Licences.

From the drop-down menu next to the Licences icon on the left-hand side, select Current Licences. A filtered list of your approved current licences will be displayed.

Click on the application reference number for the licence for which you want to apply for tags. The details of this licence will be displayed.

Click on the green Order Tags button. This will open a window to enter the details for a new commercial tag advice (CTA). Enter or edit required information for the commercial tag advice. You must have approved landholder consent/s in the zones that you require tags. Note that fields marked with (*) are compulsory. Click Save or Save & New to add multiple CTA orders to the shopping cart.

A new window will open with an overview of the payment details. If the information is incorrect or if you wish to pay later, click Cancel. Note that your order will not be processed until payment is received.

If you click the green Add to Cart button, the order will be added to the shopping cart. When you are ready to make payment, navigate to the shopping cart. The shopping cart overview will list all items in the shopping cart. An incorrect or unwanted CTA order can be deleted on this screen by clicking on the orange X (under Action). If the order is correct and you are ready to make payment, click on the green Proceed to Cart button where you will be provided with 4 payment options.

Credit/debit card payments – Select the Credit/Debit Card option and click Pay now. Complete the online payment form and click Pay now. If your payment is accepted, you will see a payment successful window with a reference number. A tax invoice will be sent to your registered email address for your records. Click on Done to take you back to your licence application details.

Cheque and money order payments – All other payment types will require you to send your payment to the Kangaroo Management team. Make sure you include identifying information such as your name, contact details and your application number.

Repeat these steps for each set of tags that you require.

After payment is successfully received by the Kangaroo Management team, the CTA order will be dispatched (within standard business processing timeframes).
