Based on consultation with stakeholders and the community and on advice from the independent Aboriginal Culture and Heritage Reform Working Party, the NSW Government developed a proposed model for new legislation and a new administrative system for protecting Aboriginal cultural heritage (ACH). Described in this report, this proposed model formed the basis for phase 3 of the ACH legislative reform public consultation held in 2013–14.
