The Home Energy Action (HEA) Program delivers energy efficiency improvements to households vulnerable to energy stress across New South Wales by helping them to access energy saving appliances and home upgrades. The Program also seeks to build the capacity of Program partners to deliver energy efficiency initiatives for low-income households, and to build an evidence base for these initiatives. By doing this, HEA aims to reduce bill stress and improve the affordability and liveability of housing for vulnerable households in New South Wales.

The evaluation of the Program was undertaken by an independent evaluator Urbis, and was conducted from April 2016 to December 2017.

The evaluation utilised a mixed methods approach. It involved collection and analysis of over 24,217 survey responses, 159 stakeholder interviews, six workshops and a comprehensive social and economic benefits analysis.

The Report makes recommendations to be considered for the Program in the future.
